Welcome back to Primary 5 Civic Education Class (National Values Education). In our previous lesson, we learned about the qualities of a good leader. Today, we’re going to learn about the different Levels of Leadership.

- Identify and describe at least six levels of leadership in Nigeria.
- Provide examples of leaders for each level of leadership.
- State the roles and responsibilities of each level of leadership in Nigerian society.
Levels of Leadership
Leadership is the ability to guide and influence others towards achieving common goals. It plays a crucial role in various aspects of our lives. There are six main levels of leadership in Nigeria and they include Family, Community, Local government, State government, Federal government and Institutional Leadership.
Family Leadership
Family leadership refers to the guidance provided by family members such as parents and older siblings. They set rules, offer support, and help us grow.
Roles: Parents and guardians in a family are responsible for providing necessities, setting expectations, and supporting the development of family members. For example, parents ensure their children receive education and discipline, while older siblings may assist with schoolwork and offer advice.
Community Leadership
Community leadership involves individuals who work to improve and support local neighborhoods. They organize activities and address community needs.
Roles: Community leaders include neighborhood heads, traditional rulers, and representatives of local organizations. They may organize local events, address neighborhood issues, and work on improving community facilities. For instance, traditional rulers may mediate local disputes, while neighborhood heads could lead community clean-up drives or advocate for better local infrastructure.
Local Government Leadership
Local government leadership consists of elected officials who manage city or town affairs. They oversee local administration and public services in the grassroot.
Roles: Local government leaders include mayors, chairpersons, and councilors. They handle tasks such as waste collection, road maintenance, and management of local services like schools and health centers. They ensure that the needs of the local community are met and work on local development projects.
State Government Leadership
State government leadership includes elected officials who handle state-wide issues. They make laws and policies affecting various aspects of state life.
Roles: State government leaders include governors and state legislators. They are responsible for areas such as education, healthcare, and economic development within the state. They work on policies to improve state services, attract businesses, and address state-wide concerns.
Federal Government Leadership
Federal government leadership involves national leaders who make decisions affecting the entire country. They handle national and international issues.
Roles: Federal government leaders include the President and national legislators. They manage national defense, foreign relations, and the overall economy. They are responsible for creating and enforcing national laws, negotiating with other countries, and managing the federal budget.
Institutional Leadership
Institutional leadership refers to the guidance provided by leaders in various institutions such as religious organizations, schools, and other formal bodies.
Roles: Institutional leaders include religious leaders (like pastors and imams) and school leaders (such as principals and headteachers). They guide their members or students, set rules, and oversee activities within their institutions. For instance, religious leaders provide spiritual guidance and community support, while school leaders manage educational programs and ensure a safe learning environment.
